About MSFHistory

The MultiService Forum (MSF) was founded in 1998 as a global association of service providers and system suppliers committed to developing and promoting open-architecture, multiservice networks.

The founding members, Cisco Systems, Worldcom, and Telcordia envisioned an organization that would foster cooperation in the development of open communications systems and provide a cost effective framework for building interoperable networks for the future.

December 2012
  • The MSF is an Event Partner at the layer123 LTE/EPC & Converged Mobile Summit in London. The RCS VoLTE IOT results are also presented at the conference.

November 2012
  • The RCS VoLTE IOT event White Paper is finalised, approved by the event Task Force and published.

  • The RCS VoLTE IOT results are presented at Informa's Rich Communication Services Conference in Berlin, Germany

  • RCS VoLTE IOT results presented at the Fuseco Forum in Berlin, Germany

  • MSF attends the IMS Asia Conference in Singapore to present the RCS VoLTE IOT results.

October 2012
  • The RCS VoLTE event is successfully completed. At the Slovenian site, an Operator workshop is also held ("RCS VoLTE and beyond") which includes a visit to the lab and a demo of RCS VoLE calls.

  • The MSF holds its 58th Technical Meeting in Singapore. Feedback from the RCS VoLTE IOT event is presented and the event White Paper is reviewed. NCS announce that it intends to host an IOT event in December to look at ETS (Emergency Telecommunications Services) calls over an IP-NNI based on ATIS PTSC specifications.

September 2012
  • The MSF attends the ETSI TC-INT #18 meeting in Sophia Antipolis, France.

  • The RCS VoLTE IOT event begins on September 24th.

July 2012
  • The MSF holds its 57th Technical Meeting in Los Angeles, California. The meeting agenda is dominated by RCS VoLTE related items, in particular finalising test plans for the event. In addition, test plans are also presnted in relation to the IP-NNI activity with ATIS PTSC.

  • MSF endorses the IPv6 World Congress in Brussels, Belgium.

April 2012
  • The MSF/ETSI/GSMA launch a press release to announce the RCS VoLTE IOT event. The event will be hosted by CMCC in Beijing, China and the Sintesio facility in Knanj, Slovenia and will be held in Sept/Oct 2012.

February 2012
  • MSF attends the Mobile World Asia 2012 conference in Shanghai, China. Wang Jing of CMCC presents the results of VoLTE Interoperability Event with the release of the event White Paper.

  • The MSF holds its 55th Technical Meeting in Washington, DC. MSF discusses next steps for VoLTE related testing. ETSI CTI attend the meeting to discuss collaboration in 2012 for RCS and VoLTE related testing.

  • Following the DC meeting a Task Force is comprising members of MSF, ETSI and GSMA to organise a joint IOT event focussing on RCS and VoLTE testing. The event endorses a number of GSM PRDs and reflects the common focus of the three partner organisations.

  • In response to the liaison statement sent from MSF to ATIS followint the VoLTE IOT event, it is agreed to form a joint MSF-ATIS Task Force to look at IP-NNI testing based on ATIS PTSC specifications.
December 2011
  • The MSF participates as an Event partner at the the Layer123 LTE/EPC & Converged Mobile conference in London, UK. At the conference, GSMA's Senior Director of Technology speaks about the current status of VoLTE and the importance of IOT events and MSF's CTO & TC Chairpresents the VoLTE IOT results. ETSI and MSF join forces at the conference to distribute the official VoLTE IOT White Paper and advertise their intended colloboration in 2012 for VoLTE/RCS EPC Conformance and NNI/IPX Testing. In addition, the GSMA endorses the MSF/ETSI collaboration in working toward a VoLTE/RCS IOT event.

November 2011
  • MSF attends the LTE North America Event in Dallas, Texas and formally announces the results of VoLTE Interoperability Event with the release of the event White Paper. The MSF distributes the White Paper to attending delegates. MSF BOD member Jim McEachern (Genband) takes part in a panel discussion.

  • The MSF sends liaisons to its partner fora announcing the results of the VoLTE IOT events, including the official White Paper and requesting input for the scope of a future VoLTE IOT event. MSF attends the i3Forum Workshop on QOS in Middletown, New Jersey. TC Vice-Chair Jesus Trujillo (Cisco) presents MSF comments on the recent i3Forum White Paper on QOS Monitoring.

October 2011
  • The MSF holds its 54th Technical Meeting in Beijing, China. The results of the VoLTE IOT are presented and the event White Paper is finalized. MSF discusses next steps for VoLTE related testing. Giulio Maggiore (Chair of ETSI TC-INT) attends to discuss topics for collaboration in 2012, including VoLTE and RCS related testing.

September 2011
  • The MSF successfully completes its VoLTE IOT event, September 12-30, with network testing between two countries on two continents (Vodafone Test and Innovation Center in Dusseldorf, Germany; China Mobile Research Insitute in Beijing, China). The event was backed by the GSMA, a number of whose specifications were endorsed by the MSF and tested in the event.

August 2011
  • MSF holds its 53rd Technical Meeting in Denver, Colorado, USA. Straw ballot comment resolution is carried out on the VoLTE test plans to enable their completion for the IOT event in September. An initial draft test plan is presented for the S1-MME conformance testing. A draft test plan is presented for the IP-NNI Work Item and a LS is sent to ATIS PTSC NG-CI proposing the formation of a joint task force to collaborate on an IOT event for IP-NNI based on ATIS specifications to be held in 2012. As part of the MSF's ongoing collaboration with other fora, Giulio Maggiore of Telecom Italia and chair of ETSI TC-INT attends as MSF guest. NIST hosts a tour of their nearby facility, home to the NIST-F1 atomic clock, the U.S. national primary time and frequency standard.

July 2011
  • A new Work Item (WI) is formally agreed to, centered on LTE/EPC Conformance Testing to facilitate deployment of this technology. The WI is led by NIST and supported by Cisco, Genband & JDSU. The initial phase of the work will concentrate on conformance testing of the S1-MME interface between the eNB and MME.

  • The MSF attends the IPv6 World Congress in London. The MSF is an Endorsing Association for the event.

April 2011
  • The MSF attends the IMS World Forum in Barcelona and participates in a workshop discussing IMS Interoperability testing activities alongside GSMA, ETSI, IMTC and IMS Forum.

  • MSF holds its 52nd Technical Committee Meeting in Lisbon, Portugal. Testing Scenarios for VoLTE IOT are finalised. Liaisons from i3Forum presented, providing input on scope for phase II of testing for the N/W Robustness Work Item. Liaison from ITU-T SG13 presented on CDN work within the MSF. Proposal for IOT event in Q4 2011 on IP NNI, focussing on ATIS PTSC NG-CI specifications. A panel session is held to discuss PSC (Public Safety Communications) and is moderated by MSF President, Jim McEachern, with participants from Cisco, JDSU, NIST and Vodafone.

  • The LTE phase II event is re-titled the VoLTE event.

  • MSF Attends the Mobile World Congress in Barcelona, Spain to officially announce the joint GSMA/MSF VoLTE IOT Event and participate in a panel session regarding LTE. During the session, a presentation is made on LTE related testing activities within the MSF.

  • MSF Publishes the P-IOT 2010 Event White Paper and liaises the white paper to various fora.

  • MSF holds its 51st Technical Committee Meeting, in Miami, Florida USA. This meeting focused on completing the P-IOT 2010 event white paper and analyzed next steps for performance testing. A joint session was held with ATIS IIF to progress the IPTV IOT event, planned for June 2011. Physical Scenarios for the LTE Phase II Event were presented. A new Work Item is agreed to look at IP based NNI, including both national and internmational NNIs. Liaisons are sent to a number of other fora to inform them of this new Work Item.
November 2010
  • MSF successfully completes its P-IOT 2010 Event, which was hosted by NCS. Testing took place from November 8-19th and the event focused on the performance management reporting interfaces from SBGs for voice/video/data sessions under varying load conditions.
October 2010
  • MSF holds its 50th Technical Committee Meeting, in Seoul, Korea. The meeting was hosted by ETRI. KT provided a guest presentation on the status and direction of the telecoms industry in Korea. Coming out of the meeting, an LS was sent to GSMA regarding the planned LTE phase II event.
September 2010
  • The MSF publishes documents related to the LTE/EPC IOT event.
August 2010
  • MSF holds its 49th Technical Committee Meeting, in Vancouver, BC, Canada. This meeting was co-located with ATIS IIF and included a joint session to discuss the upcoming IPTV IOT event.

  • The MSF TC structure is changed to reflect the new ways of working. All WGs except "Services & Architecture" are disbanded and replaced by project specific ad-hoc teams as identified in the formal Work Items. The SA WG is left as a place holder for contributions not related to new/existing WIs. The MSF BOD formally approves updates to the TC Procedures to reflect the new TC structure.
July 2010
  • MSF and GSMA sign a Co-operation Agreement to co-operate toward an LTE/EPC IOT event, building upon the previous MSF LTE event held in March 2010. The event will endorse appropriate GSMA specifications to facilitate collaborative work between the two fora and to support the objective of using the IOT event as a means of promoting the deployment of LTE/EPC technology. The agreement also permits co-operation on other topics as and when mutually agreed between GSMA and MSF.

  • MSF formally announces the results of LTE Interoperability Event(LTE IOT)2010 with the release of the LTE IOT Event 2010 White Paper.

  • MSF and ATIS IIF sign an MOU to enable co-operation to avoid duplication of technical work in the area of inter-operability and testing. A second MOU is signed for a planned joint MSF/IIF IPTV IOT event to be held in 2011.

  • MSF attends i3Forum Technical Workshop and MSF Senior Fellow Chris Gallon participates in a panel discussion on QOS related issues.

  • MSF successfully completes LTE IOT Phase I Event with two weeks of testing, March 15- 26, (24 hours/day) of networked testing between two countries on two continents (Vodafone Test and Innovation Center in Dusseldorf, Germany; China Mobile Research Insitute in Beijing, China).

  • The MSF introduces a formal Work Item sheet to propose new streams of work. The sheet identifies the scope of the work to be completed (essentially Physical Scenarios and related test plans in support of an IOT event) and the companies leading and supporting that work.

  • MSF holds its 47th Technical Committee Meeting, in Vienna, Austria.

  • The MSF attends the i3Forum meeting in Brussels as a reciprocal visit to that made by the i3Forum to the MSF Q3 meeting. Both fora are keen to co-operate in the area of QOS across the NNI.

  • MSF and ETSI sign a MOU which permits co-operation to avoid duplication of technical work and effort in the area of inter-operability and testing. Following the signing of the MOU, the MSF provides test plans from GMI2008 as input to the ETSI IMS and IPTV Plugtest Events in October 2009 and is a formal partner for the Plugtest events.

  • MSF holds its 43rd Technical Committee Meeting, in San Jose, California, USA.

  • MSF holds its 42nd Technical Committee Meeting, in Nassau, Bahamas | MSF Members Celebrate MSF's 10 Year Anniversary and the successful conclusion of GMI 2008
  • MSF publishes the Global MSF Interoperability (GMI) 2008 Event White Paper.
  • Discussions are held regarding ways of working and it is decided that the MSF should re-use architectures and protocols from other fora and concentrate on the writing of Physical Scenarios and test plans toward smaller and more focussed IOT events. One result of this decision is that there will not be a MSF R5 architecture.

  • MSF successfully completes Global MSF Interoperability (GMI) 2008 with two weeks, October 20-31, (24 hours/day) of networked testing between three countries on three continents (BT/Vodafone - United Kingdom; China Mobile Research Insitute- China; NTT - Japan; Verizon Labs, NCS Labs and UNH-IOL - USA).

  • MSF publishes its Release 4 (R4) archtecture
  • The event included two separate and distinct threads of IPTV testing, namely IMS based IPTV (based on ETSI TISPAN standards)plus initialisation and authentication of IPTV terminals based on ATIS IIF standards. The ATIS IPTV related testing involved collaboration between MSF and ATIS IIF.

  • MSF successfully completes Global MSF Interoperability (GMI) 2006 with two weeks (24 hours/day) of networked testing between four countries on three continents (BT/Vodafone - United Kingdom; KT Labs/ETRI - Korea; NTT - Japan; Verizon Labs and UNH-IOL - USA). The 26 participating vendors submitted 197 network devices to a total of 98 test cases spread over 8 distinct scenarios, ranging from a nomadic subscriber in a single domain to a full scale test including value added services and roaming over multiple domains, including both MSF R3 and pure IMS networks.

  • MSF successfully completes Global MSF Interoperability (GMI) 2004 with two weeks (24 hours/day) of networked testing between four countries on three continents (BTExact - United Kingdom; KT Labs - Korea; NTT - Japan; Qwest Communications Labs - USA). The 28 participating companies tested basic point-to-point VoIP within a single service provider’s network and increased in complexity as Value Added Services, connectivity to the PSTN, and direct connectivity between multiple VoIP carrier networks was demonstrated on a global basis. Video communication was tested in both IPv4 and IPv6 environments.

At this meeting, the PSTF identifies seven test scenarios to be used in future interoperability trials, and the Architecture Working Group announces compatibility with the 3G wireless environment through further development of the MSF Release 2 Functional Architecture Framework.

  • MSF holds its 12th Technical Committee meeting, in Munich, Germany. At this meeting, the MSF forms the Physical Scenario Task Force (PSTF) in order to ensure MSF efforts are coordinated into a network interoperability-driven work structure.  The PSTF is to develop physical implementation agreements, protocol specifications, and interoperability scenarios to meet the demands of service providers and be consistent with the forthcoming MSF R2 Architecture and existing standards.
  • MSF announces new liaison with International Softswitch Consortium on Legal Intercept (LI) issues to ensure that LI issues are included in MSF's open architecture implementation agreements.
