The National Information Society Agency, (NIA) was founded in 1987 as a statutory agency under Article 10 of the Framework Act on Information Promotion in Korea. The objective of National Institute of Standards and Technology (NIST) Office of Law Enforcement Standards (OLES) is to lead the development of wireless telecommunications and information technology standards, profiles, and guidelines for interoperability, and information sharing, among criminal justice (CJ) and public safety (PS) agencies at state, local, and federal levels. NIST OLES and NTIA ITS (both organizations within the U.S. Department of Commerce) have formed a joint program known as Public Safety Communication Research (PSCR).  The PSCR program provides research, development, testing, and evaluation to foster nationwide PS communications interoperability within the United States. One goal of the PSCR program is to demonstrate and evaluate the behaviors of 3GPP (3rd Generation Partnership Project) LTE (Long Term Evolution) technology deployed in the 700 MHz bands, specific to the needs of PS agencies.
